They pull stuff like this, cause an international incident then are basically coddled so that they "behave". We impose sanctions and then thousands if not millions of people go starving there. You can threaten military action but then they basically hold Seoul hostage. (Seoul is within artillery distance of NK, there would be a bloodbath there should war break out) so they do this stuff and get what they want like a spoiled child throwing a tantrum.

I seriously doubt they have any kind of weapons that could do any serious damage. They barely have electricity, so any more than that would be a miracle. Every other country is calling fro restraint, they have no support even among the few remaining communist countries. SK has the support of the world, and NK knows that. It's just like the little kid at school trying to pick on the geeky kid or someone to try and prove that they're strong or something. The kind of thing where you pat them on the head and say "yes NK you're strong, now go play over there with your little toys and let the big boys get on with our business".

They do have the support (usually but not always) of China which is fast becoming the biggest kid on the playground. So as long as China does not rein them in, they'll do whatever they want for the attention.
They have barely have electricity and food because the lion's share goes to the military. They can very easily cause utter destruction in SK if they so wanted to. In a protracted war so long as China does not get involved, SK would likely win but it would very realistically by a pyrrhic victory. NK knows this and uses that for leverage. They know that SK is not going to attack them, so whenever they want to make a statement or want attention, they'll sink a ship, or kill some people and the rest of the world, fearful of another bloody war, basically rewards them instead of punishing them. So they kill someone and get what they want.
As I said in my earlier post, we tried sanctions but that only caused the misery of millions of innocent people. So what do you do?
