Doesn't sound like there's much to it. Two inspectors complied with the rules (perhaps because their bosses / the rules give them little discretion), the boss then apologies because the Rules wern't intended to be applied that way.

there is a trend these days for a lot of folks to be "rule bound",and without the ability to think on their feet.....it seems to me that this kind if thing is not a big deal,but when the same rule bound types dive into an area where peoples lives can be seriously affected it can be and often is.....

I'd be embarassed if I were connected in any way with those 'authorities'.
I'd personally go to that little kid's house and buy all of the lemonade.
And then donate an extra twenty bucks.

That wouldn't help her, seeing as how she was selling at an ARTS FESTIVAL, a venue where a license is required, depending on what is being sold.

If that town's inspectors have that much free time, they might want to consider some layoffs to save the town some money.
