I've had cats send me e-checks to my PayPal account and it takes about 3 days to clear. I have to send money to a friend and he doesn't have a PayPal account but does have a bank account. Just wanted to make sure I could do it.

That's not going to work, not unless they give you their routing numbers and online banking passwords. Paypal won't send money to an account it can't also withdraw from.
Tell your friend to get a Paypal account, or just write him a check. |

My second issue is I don't have my PayPal account tied to my bank account. I've been doing fine without it (just about 2 years of transactions). |

After you add your friends bank account to your Paypal account you will have to wait until Paypal verifies his account. They do that by making a small deposit in to his account. Once the deposit is in your friends bank account you have to find out how much the deposit is, and then activate the bank account online through Paypal by acknowledging the deposit amount.
Atleast this is what I had to do when I added my bank account to my Paypal account. Also, I'm guessing Paypal wouldn't OK this if they knew it was not your bank account.
