Paypal withholding payment until feedback left?

I have had 2 seperate people contacting me about payment this week. Both of them asked me to complete the feedback process in order to expedite payment. My account showed payment completed and the amounts deducted from my account. As soon as I left positive feedback for them they got their money.

Sounds LAME. I just made a trade through TB using the honor system.

Funny enough, I shipped my item out a day before the other guy and I recieved mine a day before he recieved his. I used UPS, he used USPS.

The feedback thing is expressly for Ebay and expressly for sellers who Ebay/Paypal feels are "risky". Their definition of "risky" is pretty loose, and includes sellers with thousands of positive feedbacks who just haven't sold anything in the last year.
