| Publishers Clearing House Scam?

My dad just got a yellowish envelope in the mail by publishers clearing house. On the top of the envelope has this paper with local gas stations, tv station and somewhere else i dont remember. In it was an ace of spades, followed by claim numbers,advertisements and something about a SuperPrize. It doesnt ask for money, just that we turn it in to those locations. We never signed up for this. Think its a scam?
