Question regarding ISP and Internet Speed

I've decided to do a little investigation after numerous complaints about slow internet speed at home and this is what I came up with:

My ISP provides 3 highspeed internet packages

Lite: up to 512 kb / s
Lite Plus: up to 2 mb / s
Highspeed: 5 mb / s, 8 mb / s or 12 mb /s

According to my ISP I have the highspeed package with up to 5 mb / s.

I checked www.Speedtest.net morning, afternoon and evening for about 7 days down and the average result is DOWN 1.30 mb /s and UP .40 mb /s.

Does that mean my internet speed is of 1.70 mb / s? Or 1.30 mb / s? Either way, I am paying for highspeed up to 5 mb /s and I get less than Lite Plus up to 2 mb / s... is this ridiculous or is this normal?

"Down" is download speed, "up" is upload speed. You got horrible upload speed.

Unfortunately for me, I have the same problem--I'm paying for highspeed, and getting the hokey-pokey.

There is nothing horrible about that upload speed given the download speed.
Generally, the upload speed is much slower than the download speed.

For example, with my cable modem service, I get 10 Mbps down, 0.8
Mbps up (usually they say 800 kbps up -- same thing).

ISPs rate their service by the download speed. However, they
should tell you your upload speed as well.

If they say you get 5.0 Mbps service, you should get download rates
near 5.0 Mbps; not 1.3 Mbps. You're not getting what you're paying for.
