what do you do to keep people out of prison? I'm sure we all have ideas, probably good ones, but to keep it simple, let's avoid non-specific ones like "the government needs to spend more money".
I'll try to start with my own: nice tax breaks for large companies to go into low income areas to provide employment.
Granted this is a sort of "government funding", but it still promotes private sector involvement.

Most of the prison population are repeat offenders, simply do not give them the option to repeat the offense.
So in short the appeals process needs to be changed and the government needs to spend less money on "rehabilitation" and more on lead.

Remember, you can lead a horse to water but cannot make it drink. I remember also, back in the '80's, that some studies were done that over 20 years (1960's - 1980's) we had put about a trillion dollars into "inner cities" with no improvement. The money was gone with nothing to show for it other than corruption, theft, more outstretched hands demanding the unearned. No improvement in 'taking responsibility" or sense of morality and citizenship or desire to improve or understanding that burning your dwelling is not really very smart or that crime is not very enhancing to your life.
Pfffsh...back to the .22
