so I live in kind of a seedy neighborhood, with drug dealers, prostitutes, etc., and at about 10:30 am I heard 6 shots fired. then my driveway is sealed off with crime scene tape and there's cops everywhere and an ambulence. one person killed. I've noticed that when crazy things like that happen around here (maybe once a year), it tends to happen at about that time, between 10 and 11am or so as opposed to night time. any insight as to why that is? better visibility? knows where they're sleeping and waits until they get up? fewer people around? why am I asking bass players when I should be talking to the cops???

I don't know why the killings in front of your house occur during the daylight, but it certainly increases the chances of:
a) having people on the street to shoot.
b) having an easy shot at someone. It's easier to sight a guy in daylight than in the dark.

When I was a reserve deputy, we always figured that if it was after 5 and you saw a driver do something erratic, you should assume he was drunk until you proved to the contrary. You'd be right more often than wrong.
Night is the time when this stuff happens. I admit that if this happened in my driveway, I'd probably start looking for another place to live.

In another incident an eleven-year-old boy took a stray slug in the throat as he participated in a family-oriented neighbourhood block party. It was the first time ever that his mom let him stay up past his usual 9 PM bed time.
There are many more examples of such 'marksmanship'.

The city fathers of Kennesaw, Georgia got it right. And so did legislators in Louisiana. | Richmond, Virginia did it right to. automatic 10 year minimum sentence for anyone caught committing a crime with a handgun. that means if it is on your person, you get 10 years minimum.
Richmond was once the murder capital of the world, too, at one point.
