The guy in the video is jaywalking, which of course, if a crime in the US. Don't stress, in the UK we are free to cross a road whereever we want.

Looking at the video I think that it would be difficult to show as if you have a car and you are moving at speed, there is very little danger from a person in the road with a sword. I would have thought the courts would look fairly dimmly at a driver mowing down someone on purpose in that circumstance when the driver could have easily left the scene. Self defence probably wouldn't apply (because the driver didn't need to run down the person - he could have driven past). Despite the OP's "conditioned to resist", the video looks pretty much like the drivers did the correct thing (ie avoided the situation). Self defence doesn't mean you get to go round shooting people at random.
