I just had an issue with a bass I purchased. The fretboard had previously been sanded down to the point that it cannot be used as a fretless or fretted neck. I filed a complaint with paypal and contacted the seller. He was very apologetic and he agreed to issue me a refund through paypal. I then got an email from paypal that they are refusing to process the refund because it was not a shipping issue. So, even though the seller admitted the item was not as described paypal refused to process the refund. Instead of any protection for a buyer at all, they just made the whole process waaay more complicated. The dispute had already been resolved amicably, they decided to make everything harder, give me no protection at all, and make sure that the seller knew that I had no protection after it had been settled. In my opinion they are another large corporation screwing their customers whilst giving you a smile and a "thank you sir." They give you all these different options when you file a complaint ranging from item was damaged to incorrect color, but they won't do anything about any of these problems.

All the seller has to do is 'send payment' to you. In a sense, 'refunding' you your money.

I just accepted his refund offer through the dispute. Afterwards I received an email saying paypal won't issue me a refund. It is still showing as pending, so the seller can't send me another payment. There is no way to cancel it. I just spoke to a different customer service rep and she told me that refund is still pending and there is no stop or anything put on it. According to her all I can do is wait till March 11th, when the refund is supposed to clear, and hope that the refund goes through. Instead of protecting me in any way, paypal is actively screwing me over and making all of this as complicated as it could possibly be.

Call back and ask to speak to someone in their Resolutions department. (I think that's what it's called) Last time I had a problem it took me three phone calls before someone transferred to that department. Once speaking to someone higher up my problem was resolved within a few minutes. All the regular customer service reps don't have the authority to do, well,........anything from my experience.
