Right now every country appears to be printing cute paper(monopoly money) and keying in zeroes and ones as fast as they can. Worst case is a hyperinflationary depression. Everytime more $$$ dump into the system, the one in your pocket or bank account goes down in value slightly in purchasing power.
It is entertaining watching EU as I'm sure they are amused and sickened watching the US.

Answer to your first question: Yes, it is possible. If this happens(collapse of the dollar), NSPD 51(
http://www.whitehouse.gov/news/relea...070509-12.html) will "go public" due to an "economic emergency". Read the PD. It is quite clear.
Question two: Food, defense, water or means to purify it, safe place to live, etc. are good investments. If you want to have possible investments(in case ALL paper goes hyper or into the toilet), read the link below AFTER you've done the above. Mr. Sanders is a good man, I've done business with him as you may wish to.

I would avoid foreign banks and try having your "investments" close(i.e. in a safe in your home, safety deposit box, etc.) so you do not find yourself cutoff from access to your investments like the UK was to Icelands banks. We ARE seeing financial warfare between countries right now, some is real and some appears staged(IMO).
It is your life, your future.
Research and research some more.
IF you compare gold and silver to paper, make SURE the paper(dollars or whatever currency) is ADJUSTED FOR INFLATION so you get a true picture of which holds value thru unstable times.
