Student Loan Rates/Consolidation Current Issues

So,
Federal Student Loan rates are at a very low mark. YAY

I want to consolidate them at my 4.21% interest.

Does anyone know of a company that is currently consolidating at fixed rates, is not a bunch of scam artists(like salliemae), and will consolidate at a percentage close to my current rates?
