Seriously, they should have sent a patrol and confiscated her license. Someone that dumb should not be allowed to operate a vehicle.

That's not so much dumb as it is exceedingly naive IMHO. She probably panicked and assumed that there was nothing that could be done.
Working the job I do,(IT Systems) I've seen some of the brightest most intelligent people do the seemingly dumbest things because they a) panicked b) assumed that a problem had to be complicated because they didn't understand it.
