| Suggestions for video editing software?

I've started video taking some of my son's soccer games and would like to start putting them on DVD for the coaches to use for occasional "film nights". I've been using Photoshop Elements forever and figured I'd go with Premier Elements since they're pretty reasonably priced when you buy them bundled and get the rebate. I'm currently using version 7 of both on an Intel Quad Core Q6400 (at least that's what sticking in my hea , but it is an Intel quad core) with 4 GB RAM, though I realize that XP only gives me 3 GB of it.
I have some video I already imported as .wma files a while ago so I was going to start with those. But every time I try burning the DVD, I get messages saying either a) "transcoding error" or b) that I'm running low on memory. IN both cases, the burn hangs up and I have to cancel it and try again. I've also tried exiting PE7 and restarting it, but got the same result each time. I've also tried exiting PE7, rebooting, and trying again but there seems to be no change.
I've disabled networking, shutdown anti-virus and anti-spyware programs, shutdown everything that doesn't need to be running and still get the same result. The odd part is that when I watch what's going on in the Windows Task Manager the processors and memory are never maxed out. The machine is plenty of powerful enough but I can't get past this.
I found on multiple bulletin boards that a lot of people seem to have these problems with PE7 and none of their suggestions has helped me at all. So now I'm considering other software as a way to end the headaches. Has anyone else had better luck with other software (Vegas, Corel, etc.) or even figured out how to get past these issues with PE7?
I still have a lot of video on miniDV tapes that I'll need to eventually put on DVD. However, I also just bought a Canon HF200 HD camcorder, which records in AVCHD on SDHC cards, and I really want something that works well with that format since that's my future (as well as the format that my point-and-shoot camera also uses for video clips).
