Surround sound sounding too low?

Hey there, so dad finally gave a gift to himself and bought a surround sound system. I plugged everything in and threw in a BeeGees DVD to check it out and i was kinda dissapointed, i turned it all the way up (it goes up to 52) and my pc speakers sound louder than that.

The system is a DAEWOO of some kind, im kinda worried because i just realized the box says 15W x 5Ch RMS and 30W Sub Woofer Passive is that the cause?

Thanks in advance i appreciate all the help i can get
