I had to laugh when I heard it...and then when I heard "we don't want to make it hard on people"...

trust me, people were getting hard on the government dole apparently!!!!

Wait, giving people who've made such poor financial decisions that they're destitute free money doesn't turn them into responsible citizens? That's crazy talk! At least we don't have families where many (6? 7?) generations have all lived entirely on welfare like England. Well, not yet anyway...
