TB was made by what website service?

Does anyone, or any of the mods, know what software or service was used to design the site? Some of us here in Seoul are looking to build a Seoul artist's website and I suggested modeling it off of TalkBass, since it seems like a fairly basic and standard sort of template, pretty similar to I Love Fuzz and other forums I've visited. It's going to be a much smaller community, though, but I like the simplicity of TB's layout and how one can get additional access by being a supporting member.

I have Googled this and I got an information landslide.. I just need a bit of help sifting though the search returns.

It also has a superb app on Android for access....don't know the core engine it is based on. I don't think it's tapatalk.
