It's very easy for kids to make shocking false claims these days and have them be believed so easily, yet...sadly there are no shortage of idiots who would actually say such a thing.
So... once again I'll have to reserve judgment at this point until more info comes out.

Does it highlight that some people will say insensitive things or continue to be ignorant because they've bought into fear mongering? Yes. But unless the teacher admits and apologizes,...or a classroom full of kids corroborates the claim,...this is is pretty much a matter of "he said; she said".

The student who was verbally abused did not make the report herself.
