Two new puzzles (Well, one of them is done, I think)

Hi everybody.

I have a new homework in two parts and I think I figured out the first one, but can't think of a solution for the second. Here's the first part:



The seven clouds in the picture follow a pattern. I must figure it out and put numbers from 1 to 7 according to it. My guess is that each cloud has an increasing number of "balloons" inside (don't know if that's the right English term for those things), so here are my numbers:



#1 has two "balloons", #2 has three and so on.

That's my guess for the first part (but I may be wrong). Now, for the second...



I must organize (order) these hairstyles according to an specific criteria. Which one is it?

Unfortunately, I wasn't given a bigger image (It was taken from the book "100 jeux logiques" by P. Berloquin). Frankly, I can't give an educated opinion here. Just by sheer instinct (sort of "from less complex to more complex") I'd say:



But I can't support my guessing, so there's a big chance it's wrong (Actually, I must support my affirmation). I really appreciate your input on this.

It might be from "most orderly to most disorderly" but that is a very subjective criterion.

Or possibly by how much neck is showing on the mannequin.

I also think the second puzzle has to do with hair length. Either that or how many ties/strands there are.

Neck sounds reasonable. However, the amount of neck showing is a result of the hairstyles, so there is a reason for the differences.

The shoulders, on the other hand, are all different and have no good reason to be.
