My vote would go for a semi-transparent kite and a laser projector.

The engineer in me wants to know how that was determined?
The Sci-Fi nerd in me wants to believe in these things.
The engineer and couch potato scientist in me usually wins .

Everyone's seen a traditional skytracker in action, so that orientation is prety much useless.
The modern lasers are relatively small, so concealing one isn't all that hard.

I'm thinking blue leds attached to the pipe somehow... |

Applications Engineer, QSC Audio | | Join Date: Jul 2001 Location: Costa Mesa, Calif. | | | At Burning Man it's been done with a disc of LEDs flashing in patterns suspended below a weather balloon. The balloon was tethered to the ground. It's a very cool effect. Some were actually convinced it was a real UFO (though they might've been under some sort of chemical influence). |

It's all about knowing the conditions in the altitude one wants to operate at.
Tracking can be done with RF, IR, by hand, You name it.
I don't know whether the "object" moved up and down or if it's just the camera operator zooming in and out, but if it did, varying the OD of the circle is easier with a projector than it is with revolving LEDs. Quote:

I'd be willing to bet those were the same people who previously released it up there "Whoah, I know we did that, but it looks SOOOO real"
Quite a bit OT, but these oldies everyone's probably seen were made in early 2007, and the technology has improved heaps since then. ‪Graffiti Research Lab L.A.S.E.R Tag‬‏ - YouTube
