In the past, they've deliberately antagonized SK and even the USA. There have been SK, and US servicemen deliberate shot by them, there was a SK airliner shot down - they do this as a means of brutal "diplomacy" .When the West, Japan, and South Korea protest, North Korea goes hardline and they are then pretty much placated and appeased (check your history). This time, with their insistence on keeping their nuclear program going, I think they did this to literally to test the reaction now.
I could be wrong of course.. but, I do strongly believe that this is just bidness as usual.

Just use the same diplomacy against them, just on a little more extreme level. Peace through war.

And all of them can reach Japans biggest cities.. Add the total war statements to the mix and it doesn't look too good.
The ball is really in Chinas end though, which I hope isn't too much said here.
