So with out getting all political, and I ask you politely not to. What exactly is going on here, if they're putting on the cap now whats been going on for the past several weeks?

Well, we've had a poorly fitting cap that leaked on for the last several weeks. Genius, huh? But don't question it, I've been reminded here a few times that smarter people than you or I are taking care of it.
