If you dig deeper into the story, the book Rise of the Governor also takes place around Atlanta.
Basically the Gov and his small group (before Woodbury, Penny was still alive) became scavengers while trying to escape Atlanta.
So while Rick and his group had left Guillermo and the Vatos and headed on to the CDC, the soon to be Gov passed through and took them by surprise and slaughtered them.
It could've been worse. As the food disappeared in the big cities, people turned to cannabilism. The trip that the Gov and his small group (mostly family) made from Atlanta to Woodbury made him the psycho he is today. |
