I found this little gadget in a box of electronic supplies I bought at a thrift store a while back, and for the life of me have know idea what it is.
So I thought I'd ask TBOT, and then I thought what if we had a thread for mysterious things we find.
So with that said, if you have something and you don't know what it is, post a picture and see if we can figure it out.
Also FWIW please don't post anything that you think could possibly be inappropriate for example if it is phallic shaped be safe and don't post it.
So anyways what is this?

You put the chip in the holder, line up the pins with the hole, and push down the button on top, properly seating the chip in the holes. It's then soldered from the back and the excess pins are then cut off.

I see two possibilities depending of the size.
There was an (obsolete?) telecommunications connector that was opened with a device that looked a lot like that.
If the slots open and close with a press of a button, it's most likely a device to pre-bend DIL packaged el. part legs, the "tweezers" probably for inserting them into sockets/PCB's. There should be hooks to ease the removal of those said parts though? Edit:Stratovani beat me to it  . I've only used a repair device of a similar design, but it was quite a bit more sophisticated.

I helps hold all the pins straight and properly spaced as you insert the IC in a socket or PC board, and then you release it with the button. If you have ever done this by hand, you know it is so easy to get all the pins in but one that is now bent out of shape.
