When selling something on eBay, what is considered a "cleared payment"...
When their money is in my PayPal account?
or
When the money is done transferring from PayPal to my bank account?

If that's what it is, tell him to just wait until it clears. When it's a regular paypal transfer, it's your money right then, so ship asap in that case.

Also, if it's free shipping, just say you need the money to ship the item

What you do with your money at that point is your business and shouldn't affect you shipping an item.
If he paid by e-check it does take a few days to clear, thus a few days to ship.
If you advertised fast shipping and I did an instant payment, I would be irate as well. If the money is in your paypal account you could in theory respend it before you ship what I bought, so it's as good as cash in your Paypal account.
I shouldn't have to wait for you to transfer it to your account. |

Thanks, that is the info I was waiting on and was confused by.
Though even if I ship it today, he won't get it for a while, no shipping tomorrow and monday.
