There is a movie which I'm pretty sure was French-Canadian. The protagonist is a little boy. He has an older brother who is a bodybuilder and toward the end there is a scene where the bodybuilder is bullied by a couple of scrawny kids to the point where he breaks down crying. Anyone know the name of it?

One more detail I forgot to share: I'm almost certain it's from the early 90s, though there's a chance it's little older or newer.
