Go to Settings > Options > Set iPod max volume and lower it. It should lower the volume in general

Out of the headphone jack? This should go down to nothing. If you are running it into something using the dock connector the volume is uneffected (by the Ipod) and is regulated by the device you're running the Ipod into. The Ipod's EQ setting however does effect the dock connectors output.

No. This only sets a volume ceiling/limit. It does not lower or raise the overall level.
