When to mulch

I've been saving lawn mowings, dirt and table scrap in a large bin to put on my garden. When would be a good time to cover my garden with the mulch?

It has to be pretty close to dirt.

Do you put any worms in there? It speeds up the process. They eat things and basically defecate dirt.

Are you sure you mean "mulching"?

Or is your question aimed more at the how to ofcomposting?

This is a very dirty subject... are we sure the mods can handle this?!?

TallLankyBastyd, thanks..it's composting. It's now winter so I'm wondering if it'd be good to lay this on my garden now before spring.

a good compost needs to go anaerobic underneath while aerobic on top. let it sit for awhile then turn it with a shovel or something. let it sit again and continually repeat it. you can use it when it is like a clumpy mulch.
