But seriously,what's with the scooter gangs.Is it because scooters are faster than troopers?

My guess would be that driver's licences are expensive and not available for younger teens, gas and insurances are cheaper than for other vehicles, and scooters are practical in urban environment. That's why many teenagers drive scooters around here.

That's what I'd put it to too.

You can get a scooter licence from a younger age than car or motorbike. You don't need to pass a test to be out on one, by yourself. Lower cost to buy and run.

I love how everybody is standing there watching this robbery except for granny. And isn't that a police officer in the hat and vest you see after the scooter goes down? Shouldn't he have been doing something?
