Can someone make some recommendations for a quality tuner? I used the TU-12 for over 20 years but it won't pick up the low B. I was using the harmonic note which worked fine, but now I've lost it and need to buy something new.

My korg DT-10 managed fine, even when I dropped my low B a whole step, so that should cover it for you

I also had a Korg(CA-30?)that worked fine on the B; I also checked the hipshot-detuned-to-A low B w/no problems. Lost it, though...

Are you only interested in pedal tuners or are you game for rack tuners as well?

Check out the Planet Waves pedal tuner - big metal thing whose model number I forget. Works real well on a B string providing the battery is fresh, and will withstand a nuclear attack as well!

An older bass player once told me: "Don't tune open strings, fret them at the fifth fret and tune them there; it reduces intonation problems".

The TU-2 is a great pedal, no issues for me. For set-up and "bench" work I use the Peterson VSAM.
