To answer your first question: Yes, it's been discontinued for quite a while.

To answer your second question: Yes, there are plenty - in fact, all the ones I know of work great on bass. It all depends on your needs and what kind of sound you're going for.

Here are the most popular ones to search for in this forum - there are plenty of threads on each pedal. In no particular order:
  • Electro-Harmonix (EHX) Octave Multiplexer
  • EHX POG (Polyphonic Octave Generator)
  • EHX Micro POG (coming soon)
  • EHX HOG (Harmonic Octave Generator)
  • MXR M-88 Bass Octave
  • Boss OC-2
  • Boss OC-3
  • EBS Octabass
  • Foxrox Octron
  • Foxrox Octron 2
  • Digitech Bass Synth Wah (BSW)
  • DOD Octoplus
  • Ampeg Sub-Blaster
Some are just an octave down (sub-octave). Others have an octave-up or more. Some are polyphonic (the digital ones usually are), most are monophonic. Each has different features.
