Asking because I don't know

I have an swr workingman's 15 combo. It has an effects blend knob on it but it does not work unless something is pluged in the effects loop. If I were to plug a wire into the effects send and than back into the effects return, would I be able to use the blend knob or will that damage anything or not have any effect at all on the sound?

You would be able to "use" the blend knob, but it should not effect the sound at all.

What does the effects blend do? I thought with it working you could put a little more effects because when you turn it all the way to the left it says dry and to the right it says wet

When you pug an effect into the send/return, the blend allows you to mix some of the straight bass (dry) into the effects outputs (wet). This can be a huge help with effects that tend to cut the low end.

Note that many (most?) pedal style effects do not work very well in the effects loop. It is mainly for rackmount type effects.
