An A/B selector can be used to switch between two inputs (such as two different basses, or a bass and a synth in your case) or can be used to switch between two different outputs (two different amps, for example).
So yes, you could run your bass and synth through the same set of effects, just not at the same time.

A Boss LS-2 would do this, but is a bit of overkill. I would recommend an EHX switchblade or similar, unless you want all of the fancy blending.
This is also an easy DIY project.
Edit: If you want both running through at the same time, then that's a different story and you would definitely want an LS-2 for that.
