With the right combination of octave pedal & crazy fuzz, I believe it could be done. Personally, I'd suggest sending your four string into a POG2 into a Mid-Fi Clari(not).

i can get screeching sounds like that with a digitech whammy set to either an octave or two octaves up into one of my various fuzz pedals.

i personally heard it first on the mad capsule markets - tribes.. (you tube it) """bass solo""" man that needed so many enquotes..

takeshi ueda.. often called the tom morrelo of bass but thats just because his lucrative board. he has tone that most people here would dispair at.. but hes always louder and clearer than the guitar even in distorted passages. start with 010 and work backwards =)

but hey the octavia did exist at this time.. sods law someone somewhere must of thought ill try that on bass.. especially since a lot of bass players then where guitarists first..

Use a slide way up over the body, with distortion.

I actually use an adjustable spanner, because it's easier to get one string at a time.

It's a lot of fun. I actually use two spanners, and mess about on the D and G strings. A tip: use vibrato.

Easy enough, solo the bridge pup, cut bass, raise treble, use distortion peddle that sucks bass from sound. Done.

Now, to get screach with some balls bass wise, solo bridge pup leave onboard eq as is, use distrotion, but for the eq after it just boost around 6k, and use slide harmonics on strings as you play. With practice you can also make thundring screaching seagull call like sounds too.
