Thats a very tough question since there is no "best", the best for you might not the best for me. You should try many different pedals to find out which one fits to your ears.
I´m also trying to find the "best" envelope sound, so far i tried the Exar Pig Nose, the build in envelope filter in my Boss ME50-B and the DOD FX25-B ... and i don´t like them all. This poll i started might help with your decision.
I will go for the 3Leaf Groove Regulator soon (check their website, summer sale!) |

| | | | how anybody not mentioned the Q balls enigma yet , you can use it with a exp pedal, is the most awesome envelope around at least in my opinion, you can find many vids on youtube

That's my vote. sidechain triggered Envelope follower plus LFO phaser.

As for what is the best filter pedal, depends what you want. I'M pretty happy with a DOD FX25, a modded Bassballs and a BSW.
