Anyone know how he got that organ/keyboard sound in the middle of the bass solo, the pipe organ sounding tone?

is that on a niacin album? if so, it might be an actual organ ala John Novello.

this is before niacin and david lee roth, 1984 or so.

IIRC, it's an octave divider set to go an octave up. The ones that were available back then didn't track all that well, so you'd get a warbling effect that sounded like an organ at times.

Bill used to control this effect by turning knobs in his rack setup, so he wasn't using a floor pedal.

so then

I wonder what ways I could get a pipe organ type sound from a bass without a midi pickup and a saw, perhaps distortion and an octave or pitchshifting thingamajig..

The Electro Harmonix POG will do it well I think. I don't have any practical experience with it though, I'm sure someone can chime in and tell you if it will work.

He used Eventide Harmonizers; state of the art back then. I don't know which model(s) exactly, but he would often turn around and hit buttons to make the settings live. Saw this on his first instructional video with the pink cover and doubleneck Yamaha RBX bass. Other than his specialty Pearce preamps, he didn't have any other effects back then.

The cheapest eventide I see on MF is 2 grand, one is $5495. Clearly I'll be looking at someone else's harmonizer/pitch shifter.
