First question is does this work as an expression pedal namely for a PH-3?And second how to hook it up....

should work for that. I use mine as an exp for my syb5.
to make it work, use a trs (stereo) cable and connect it from the exp jack of the pedal to the exp jack on the fv.
that should be it!
