Yes, and yes.
If you've got a source to download them for free (doubtful Boss will be supplying any) you can download them to your computer, and transfer them to your computer. If you've got a source to purchase them from, then you should be able to transfer those as well.
If you can create your own drum tracks either through recording a live kit (with a microphone), MIDI (using a DAW and plug-ins like Superior Drummer 2.0), Drum Machine, or whatever means you may have and can save them in a .WAV format, you would be able to transfer them to the looper pedal.
The pedal doesn't know where the .WAV files are coming from. Whatever your source should work just fine.
Also, according to the Boss website... The rhythms built in to the RC-3 and RC-30 may only have kick and hi-hat sounds (the owner's manual for the RC-30 is unclear on this). If I remember, the RC-2 had 10 rhythms that at least had a snare sound as well. Keep in mind, the built in rhythms can't be edited. They probably can't even be downloaded off the unit (not sure on that though).
I intend to get one of these just to load up some MIDI drum tracks onto (using Reaper and Superior Drummer 2.0). I'm not sure if having the ability to have two tracks is of any use to me, but for $100, I may find a use for it.
I had both an RC-2 and RC-20XL before... I always wished that I had an additional foot switch for the RC-2 (boss makes one)... I always wished I could upload stuff onto both units... I finally can.
