Can someone identify this for me?

I was wondering if someone could tell me what this is in this pic at the bottom of this Pedal Train 3? I'm guessing its some kind of looping selector or something similar. Just wondering what it is and who makes it.

It definitely looks like a 10-loop bypass strip of some brand. I can't read the wording on it though.
