Deep vibrato effect

Anyone have any ideas on how to emulate a deep vibrato / tremolo arm type effect a la Tony Levin in King Crimson's "Elephant Talk"?

Levin performs the song on a Stick but it's doable on a 4 string all except for that deep vibrato.

Note that it's more of a vibrato effect, i.e., detuned above AND below the original note, not just above or just below.

Can a Digitech Whammy do this?

I personally like to use a "pre-bend" method (coined by a past teacher) ...In this technique you bend a note before you play it (going up to the desired pitch) then you vibrato while the note is bent (giving the pitch manipulation the ability to go above or below the target pitch)

this works best up the neck. however I've had good luck doing this with my low strings by pulling the strings and using my had as a lever for that (as opposed to always bending the string towards your feet)
