di from amp then effects loop

I've done a search but haven't found exactly what I'm looking for. My new Fender TV Fifteen doesn't have a efx loop but it does have a wonderful di. Is there anything that has a 1/4 inch input that splits and buffs the signal, sends one signal to a switchable efx loop the other to the amplifier. Then brings the di from the amp back in via xlr, blends the efx loop and di signals then sends to the mixer via xlr?

That sounds pretty complicated... why not just run the effects in front of the amp?

Yeah. Effects should be going in between your bass and amp anyways. That's how everyone else seems to do it.
