| Digitech BP-8 power question

I have a Digi BP-8 which stopped working recently. I'm not sure if the problem is with the power supply or the unit, but I had the power supply tested with a multimeter and its showing 18vAC between the sleeve and any of the four pins (its a 4 pin DIN).
It is supposed to output 9vAC but I don't know how its wired.
If anyone has access to one of these, could they tell me if there is supposed to be a voltage difference between the pins themselves, or is it just 9vAC between the sleeve and any pin?
