if i was to build a box that simply went input jack -> output jack with nothing in between, how would i wire it? would it be hot-to-hot and ground-to-ground?

If you want to use it as a mute, then just don't plug anything into the loop. At least then you could either use it also as a loop, or tuner mute.
But, to answer your question, yes, just solder them together, and be prepared for pops. There are other bypass options out there that will help alleviate the popping.

If you want to be even more ghetto, try this: take one of your existing pedals and set the balance, gain, level, etc to 0. I do this with my Boss ODB-3 sometimes.
