FWIW Flea has made much use of the FX25. I don't know if he's ever been shown using a Dr. Q.

Out of those two, I would go with the FX25. But IMHO, the Bassballs nails the Sir Psycho Sexy tone very well. I think I remember reading somewhere on here that he may have used a Mutron III with dying batteries. Can't comment on how accurate that information is, but I figured I'd say it before someone else did.

#1- Jared, you might give it more than 42 minutes before you get your panties in a bunch. There are tons of knowlegeable people here, they're just not on all the time.
My experience/opinion is that I've had better results w/the FX-25b(later version w/blend knob)than the Bassballs & the Ibanez synth bass, as well as a number of multi-effects' synth or filter sections. The Zoom B2.1u has some neat stuff, though I haven't tweaked it much. The FX-25 is cheap, too.

True, the Bassballs hasn't really impressed me too much but it does nail that one pretty well. The Dr. Q I tried out in the local shop really didn't do much for me either though. My vote would have to go to the FX25....Just got one in last week and love it.

The Dr. Q is supposedly much more subtle than the Fx25, so I'd go for the latter.
I have a fx25b myself. I dont like it much, but Id like to try the Fx25 non b version sometime.
Heres flea playing with the FX25 (about 3:30)

that song is a mutron with a just about compltetely dead battery. dont bother, its almost impossible to get one and maintain a low battery..my korg G5 does that sound VERY well, only obviously its a bit more synthy with more low end. but your original question -

go with the FX25. i did, and im SO happy i did. if you put some distortion or overdrive before it and turn down the sensetivity youll get close to the distorted filter sound you want. (after all, all a dead battery does is give you distortion..)

PLUG IT IN AND PLAY IT!!!!

I don't think the Dr. Q sounds that bad (zero versatility though) and I liked it better than the Nano Bassballs I tried, but you've gotta play the thing if you have the opportunity. Compare it to a few other filters that may be around. I have a Micro Q-Tron that I like pretty well, but I had to compare it to a few other things before I was willing to pull the trigger. I have never played a FX-25, so have no advice to give, but if you can play them get it done. One man's trash is another man's treasure. Plus if you want to learn to mod I'd bet there is ample room to work inside that monstrous Dr. Q.

There's tons of room inside the Dr. Q for mods. I know that there's someone else on here who has done a few mods to theirs. I had a Dr. Q for a while, and liked it, but I found that it needed a little tweaking on the internal trim pot to make it more bass-friendly. I tried a couple different FX25's (green sparkle, as well as two different lime greens) but I didn't like the way they reacted with my bass (the sensitivity knobs were all but useless except at the most extreme setting, unless I wanted a dub tone. I also couldn't really tell a large difference in range knob settings.), and was too lazy to try and mod them. I finally ended up with a Boomstick Bottom Feeder, which is a bass-friendly clone of the DOD 440. Good stuff!
But just because it worked for me, doesn't mean that it will work for you. I'd definitely say to try out the pedal with your gear (at least your bass) and your playing style. For something as dynamic as an envelope filter is, that is definitely a must.

The "Power Struggle" by Dwarfcraft Devices lets you voltage starve any pedal. That's one way to get the dying-battery sound. Just a thought
