The EHX knockout and the BBE sonic stomp are different pedals.

The EHX KO is a equalizer (strictly speaking it doesn't have a blend control but a dry level control).

The BBE sonic stomp is a signal enhancer/exciter. It works on the frequency response but also on the phase. I'm not sure about it but it might also add some controlled distortion on some harmonics of the signal.

It seems like some people swear by the sonic stomp, while others don't get the hype. I used one for quite awhile but grew out of it recently. It does a mid scoop thing that I started to dislike very much. If you are looking for something to help your tone in the mix, go with an eq that will give you control over specific frequencies, so you can fine tune tour sound based on the room you are playing. IMO. I use the Boss GEB-7 and it does the trick very well. I know MXR makes a graphic eq as well.

Neither. Learn how to use an EQ and buy fresh strings.

Yup. If you still want to got for such a pedal, the BBE is a very good option.

well i suggest a better bass. What bass do you use mostly? Your pbass should do the trick with some amp eq adjustments.

Well, adding what is essentially a glorified two-band EQ to the mix isn't going to really help you with tweakability. You will probably get more use out of something like a dedicated EQ pedal than either of those.
