There is no zero volume so I am guessing there is a way to make it go from zero to full vol and back.

I'm not exactly sure what you are asking, but if I am reading this right...

You are saying that your pedal is not completely muting your signal in heel down position and/or not at full volume when in toe down position.

It is a little bit of give-and-take. Being a passive pedal, you aren't going to get exactly the same volume going in and out (however the difference is very, very small when done correctly).

What you will need to do is hook up the pedal to a headphone amp and get some very sensitive headphones. Then set the pedal to heel down position and rotate the potentiometer until you do not hear any sound coming through. You may also need to tighten the screw on the bobbin that is attached to the shaft of the potentiometer as it may have come loose.
