Is this a gate effect?

I'm trying to find a way to relatively cheaply cop a TIRO tone (I've gone the multi-board route), and it looks like the Woolly Mammoth would be the way to go without waiting months or years for an Akai D-I to show up on the bay. But, seeing as how the Mammoth is $400, I'm sure you can understand why I'm looking for other avenues.

This clip here sounds like it might do something similar to what I'm looking for, so I wanted to know, is this a gate effect?

And, apologies if the title of the video is not acceptable, but I don't know how else to convey my question here.

Do you mean "Time Is Running Out" when say you TIRO. If so, you don't really want anything gated sounding. That riff is pretty legato in the intro. There are a lot of fuzz pedals that will get you in the ball park. Most muff variations would probably work. Do a search, a lot of people talk about trying to get that sound.
