A good delay should have no tone at all. It should put out exactly what you put in. As to the 2 you mentioned, it would depend on what feature set you're looking for. I would think the TC is a good unit, (but don't know that), and I'm not a fan of anything Line 6 has to offer. The Boss units are always a good alternative.

Between Line 6 and TC Electronics - no contest
As a guitar player turned bassist with 20 years experience with pedals of all kinds anything made by TC Electronics is much better than Line 6 stuff. It's more expensive and light years ahead. Delay pedals do all sound different both on and off and very few reproduce your exact base tone.

I owned an Echo Park once which fell apart in my hands - sounded very ordinary too and presently own a Nova Delay. I'd recommend the ND over the Repeater as a delay pedal. The ND and the Eventide Timefactor are regarded by many people as the 2 best delay pedals you can buy. The ND is cheaper and my fav. Nothin Line 6 make compares on quality, features, versatility or build quality and there's 50 delay pedals better IMO.

The Timefactor & ND pedals have modulation and Digital > Analog settings so they're made to be either transparent or to colour the tone of repeats in various ways
