Yes, you may indeed need to pay customs duty, etc. Unless you get a "friendly" seller to alter it's true value or state it is a gift, depending on your laws. Also, postage and insurance/confirmation costs from the US to Turkey may eat up most of your "savings" anyway.

Turkey may be different, but there's no duty payable on goods under $1000.
Postage is usually $20-$30.
