heres the story, i am from India and here you either cant find bass pedals or they are too expensive. i have a chance of getting one everytime a relative visits from US. last time i asked a friend to get me the digitech BSW from a guitar center in california but it was not available so i got nothing 
now i have another opportunity so just incase this time too it is out of stock or something else, i cant let the lightning strike again!
so please suggest me any crazy effect pedal (stomp boxes no zoom b series or digtech bp) you may feel like which costs under 100$ which works well for bass and is mostly liked here 
if there are clips on the wiki page then even better
i plan to add a flanger, phaser, envelop filter to my board
whats the word on the guyatone fl-3
and the EHX nano small stone phaser? (i have not been able to decide on both because they dont appear to be very versatile or having a lot of features you know)

I'd say the best way to find out what you want is to search the forums for each of those types of effects and find some reviews of the popular ones.

Restrictions
Addressees in India are required to obtain import licenses for all goods except those intended for their personal use and not exceeding 100 rupees (~40rupees=1$) in value. If the license is not obtained when required, the articles are considered as prohibited.
Commercial shipments of tobacco, manufactured or not may only be sent to licensed importers or wholesalers.
Indian banknotes, require permission of the Reserve Bank of India.
Perishable articles or edible substances are admitted only by airmail.
Piece goods and certain manufactured articles must be marked to show country of origin as prescribed by the Indian trademark regulations.
Works of art (including photographs); forms ruled or printed; account and manuscript books; labels; advertising matter (except trade catalogs and circulars); almanacs in sheets or in cards; and other cards, as well as waste paper and old newspaper for packing, are considered to be merchandise, and may be liable to customs duty.
Observations
1. In India, a very small number of articles is admitted free of customs duty and the tariffs of these duties vary considerably. The general rate of import duty is 30 percent but many articles are liable to a higher rate.
2. Import duty is chargeable even if the articles are received as free gifts. The fact that goods are old or second-hand or gifts or articles intended for personal use does not entitle them per se to exemption from import duty. However, the collection of duty is waived in cases where the total duty on a shipment does not exceed 3 rupees. Books and magazines are generally exempt from import duty.
3. Shipments can be more speedily released if their contents and value are clearly and correctly declared by the sender.

look up ebay but try other parts of the world and not US... i am sure they ship to India... japan is a got place to look
i get the same shipping cost from japan as from country's in EU for similar items...

The best way to send money internationally, I believe, is Paypal. Is there any reason you wouldn't be able to use it? Its quick, cheap and easy to use / setup.

anyway, karatekid can you lead me to david wilson or keithBMI if the pedals are cheaper in US than aus (that is incase they are willing to help me out too) .

I havn't seen him round here for a while. It was Davids pedal that I wanted, but he had to send it to Keith to send to me. I believe David can't get to the appropriate mail centre? Not sure, but I don't think he could help you.
Im sure another US TBer would help you out. Someone might put their hand up after this thread gets a few reads. Just make sure you stick with a forum regular or you might get ripped off! If not, then Australia might be your last option.
Also, Paypal can take funds directly from your bank account. You don't need a credit card (I think anyway)...
